The H2 Amortisationskonto GmbH
A hydrogen infrastructure is to be created in Germany. In the first stage, the development of this hydrogen infrastructure will begin with the construction of a hydrogen core network, which will reach the currently known hydrogen consumption and production regions in Germany.
In principle, the core network is to be financed by the private sector, and the Federal Government has developed a corresponding financing concept for this purpose.
The concept developed by the federal government includes financial protection by the state against unforeseeable developments and prevents very high fees from jeopardizing the hydrogen ramp-up in the first few years. The concept provides for a corresponding cap on grid fees for hydrogen consumers.
In view of the low number of first-time users, the cap on the ramp-up fee creates a difference between high investment costs and scarce income from grid fees in the early ramp-up phase. This difference is to be temporarily financed from a so-called amortization account as part of the so-called intertemporal cost allocation mechanism. If more users are connected to the grid at a later date and the income from grid fees exceeds the costs for grid construction and operation, the resulting shortfall in the amortization account will be compensated. This is to take place by 31.12.2055 at the latest.
The new company H2 Amortisationskonto GmbH was founded to manage the amortization account.
The company manages, administers and balances the amortization account as the account-keeping entity in accordance with Section 28r EnWG and makes the associated payments.
H2 Amortisationskonto GmbH is a special purpose entity that was founded solely for the purpose of handling the hydrogen amortization account. One of its main tasks is therefore the independent management and administration of the amortization account in accordance with Section 28r EnWG for the purpose of promoting and supporting the ramp-up of the hydrogen infrastructure.
