Pursuant to Section 35a of the Electricity and Gas Supply Act (Energy Industry Act – EnWG), Trading Hub Europe contributes to ensuring security of supply and may take appropriate measures in this context.
Section 35b of the EnWG sets requirements for achieving specific storage levels in gas storage facilities by specific deadlines. Pursuant to Section 35c(1) (“Stage 1”), Trading Hub Europe procures strategic options for gas storage (so-called “Strategic Storage-Based Options,” abbreviated as “SSBO”) in an appropriate volume to ensure that these storage levels are achieved. If the injections by users of a gas storage facility and tenders pursuant to Section 35c(1) are insufficient to achieve the storage levels specified in Section 35b, Trading Hub Europe may, pursuant to Section 35c(2), conduct additional SSBO tenders (“Stage 2”) or physically purchase and inject gas itself (“Stage 3” ). Trading Hub Europe shall only take the aforementioned measures after obtaining the approval of the Federal Ministry for Economic Affairs and Climate Action in consultation with the Federal Network Agency.
